Why an external review function exists
Frontier research is where the consequences of an undetected error are largest and the internal capacity to detect it is weakest. The Institute was established to supply that check from outside.

Origin
The gap the Institute fills
Peer review was designed to assess whether a manuscript is a credible contribution to a field with settled methods. It was not designed to determine whether a novel instrument is producing an artifact, whether a numerical model is admissible outside its validated range, or whether a programme should continue spending. Those questions arrive earlier than publication and are decided under time pressure by the people closest to the work.
The Institute occupies that gap. It does not replace peer review, regulatory assessment, or internal quality assurance. It provides a structured external examination of the evidence behind a specific claim or decision, and it states the result plainly, including when the result is that the evidence does not yet support the claim.
Structure
How review capability is organised
- Assembled per engagement from the disciplines the claim actually depends on: the domain, the measurement science, and the computation.
- Reviewers with a material interest in the outcome are excluded from the engagement.
- Each review stage requires human assessment. Automated agreement does not satisfy a gate.
- Disagreement between reviewers is recorded in the output rather than resolved before release.
- Every claim, contradiction, and revision is retained with provenance. Superseded records are marked, not deleted.
