Early 1990s
01Origins
A childhood marked by instability, and an early pull toward engineering as the one domain where structure could be built, checked, and relied on.
Tenth grade, circa 1993
02A teacher named Mr. Bianco
A high school teacher recognized technical aptitude that had gone unused and placed Scott into an advanced STEM track. Scott names this intervention as the hinge of his career.
1993 to 1995
03Upper Bucks County Technical School
Immersion in electromechanical systems and robotics. The lesson carried forward from that curriculum: in systems that control real outcomes, precision is a moral obligation rather than a preference.

04Recruited by SGS-Thomson Microelectronics
Scott's account places the start of his professional work at SGS-Thomson Microelectronics, now STMicroelectronics, in defense-adjacent semiconductor engineering. Academics each morning, engineering work each afternoon, while still finishing high school.
University years
05Ericsson Telecommunications, Lynchburg, Virginia
Work inside a large cellular infrastructure, land-mobile radio, and government communications operation. Scott describes this as the step from component-level engineering to whole-system behavior: reliability, interfaces, and equipment built for demanding operational conditions.

06Two decades of cross-sector advisory work
Advisory work reaching more than fifty countries, spanning critical infrastructure cybersecurity, adversary intelligence, AI and emerging-technology governance, regulatory and compliance systems, climate and carbon-market architecture, child protection, and disaster resilience. 07Strategic Capability Philanthropy defined
The recurring pattern he observed was capable institutions without the instruments their mandate required. The model that followed transfers permanent infrastructure instead of temporary grants. No donations, no sponsors, no service contracts.

08Response by record rather than rebuttal
Facing a coordinated media episode, Scott commissioned a Truth and Evidence Report instead of disputing narratives in public. He reports no regulatory sanctions followed. The instinct is the same one the Institute is built on: answer with a record, not with volume.

Why it matters to the record
A reviewer paid by the applicant has an incentive to arrive at a welcome answer. Removing payment removes that incentive; the honest output stays available, including a hold or a stop.
Position
The founding argument
High-consequence research fails most often not through dishonesty but through structure. A programme that has invested years in an interpretation is not well placed to test that interpretation hardest. The people with the deepest knowledge of an instrument are the people least able to see what the instrument imposes on the data. And a decision that is due will be made whether or not the evidence has been examined.
The founding argument of the Institute is that this needs a dedicated external function, operating under fixed method, whose output is a record rather than an opinion. That function must be adversarial toward claims and assumptions, and it must be scrupulous toward people. It must preserve contradiction rather than resolve it prematurely. And it must be willing to state that the evidence does not settle the question — the most frequently useful and least frequently welcome result.

Applied in every engagement
Adversarial toward claims, not people
The object of examination is the claim, the assumption, and the inference. Reviews do not assess competence or character, and are not written to be quotable against anyone.
Contradiction is information
A record that conflicts with the leading interpretation is kept and continues to constrain the release state. Removing it raises apparent confidence without changing anything physical.
Say what would change the answer
A review that does not name the cheapest decisive next action has not finished. Identifying the discriminator is more valuable than issuing a judgement.
State the decision, not the mood
Hold, scope, proceed with conditions, or stop — with the reason and the conditions attached, and dissent left visible.
